Prelim Draft Resolution
Resolution to make Walter Rodney a National Hero


On this 13th day of June, 2005 in Georgetown, we men and women who from Africa, from Guyana and the Caribbean from the continents of America, Europe and Asia, have been grounding together, in thankful memory of the life and work of Walter Rodney and in sober reflection on his assassination in this city of his birth.

We who have been warmed by our gathering here and whose vision has been reignited by our discourse with one another.

We who recognise that more than ever before in Guyana and in the rest of our world it is necessary to conceive of another world - a just, modern Tran racial, peace making, people caring and cosmos renewing world and who affirm that we need to hold high those persons in whose lives we readily recognise a profound and transparent commitment to the making of this new world and who are particularly impressed by Walter Rodney's unswerving vision of and mission to toil for a Guyana owned, enjoyed and rebuilt by Guyanese people of all ethnicities, all colours all cultures and especially by all of the working people, feel the loss of one whose fierce and who and loving pursuit of this new noble Guyana, was arrested by assassins in power, fearful of the unity of Guyana people alongside Walter Rodney and who hail in Walter Rodney an exemplary son of Guyana a caring father, a husband, a brother, sensitive, a teacher, a companion and a comrade who all Guyanese can be enable to reach and touch and take strength from for building new relationships of unity and reconstruction.

We all, at this grounding therefore resolve that Walter Rodney (1942- 1980) citizen, family man historian, educator, revolutionary theorist and practitioner, patriot panafricanist and internationalist be acclaimed by the government and people of Guyana a hero of the republic of Guyana in this year 2005.

We further resolve that flowing from this affirmation, that programmes of education imagination and evaluation be developed be fort and interest to penetrate the Guyana community and especially the youth and working people.

And still further we resolve that in those communities from which we have come, we shall cooperate to provide learning teaching imagining and emulation experiences so that the stature of Walter Rodney as a transnational peoples' hero from Guyana become affirmed. A common global treasure from Guyana.

RODNEY 25 GROUNDINGS
RESOLUTION AGAINST IMPERIALIST INTERVENTION

RECOGNISING the tremendous process of progressive change that has been unleashed by the Bolivarian Revolution in Venezuela under the courageous and visionary leadership of President Hugo Chavez;

SALUTING the Cuban Revolution for its consistent defence of humanity and its generous solidarity with the oppressed and dispossessed in the face of a relentless campaign of terrorism perpetrated against it by the US Government;

APPRECIATING that the Bolivarian Revolution, together with:
- the struggles of the social movements of indigenous people, Afro-descendants and working people throughout Latin America and in Bolivia in particular,
- the electoral victories of progressive political parties in Brazil, Uruguay and Argentina, and
- the steadfastness of the Cuban Revolution reflect the fact that the majority of the people in Latin America are rejecting the neoliberal agenda and are affirming that "another world is both necessary and possible";

UNDERSTANDING that this moment is full os possibilities for the peoples of our Americas to win in this process of revolutionary change;

BUT ALSO UNDERSTANDING that the moment of greatest opportunity is often a time of great danger as imperialism and local forces opposed to progressive change seek to stop and destroy this process;

BEING ACUTELY AWARE OF the history if imperialism and its intervention in Latin America and the Caribbean and, in particular, its strategy of economic and political destabilization, assassination of progressive leaders, military intervention in and invasion of sovereign states and the committal of acts of terrorism;

WE DECLARE Our Solidarity with:
- the people of Bolivian
- the people of Haiti
- the Bolivarian Revolution in Venezuela, and
- the Cuban Revolution

WE FURTHER DECLARE Our total condemnation of the ongoing attacks by the George W. Bush Administration on the Bolivarian Revolution and the democratically elected government of President Hugo Chavez;

WE FURTHER DECLARE that there must be no external and particularly no US intervention - political, economic or military - in Latin America in general and Venezuela and Cuba in particular;

WE DEMAND: the cessation of Plan Colombia and all similar interventionist action;

WE WARN that the people of Latin America and the Caribbean will continue to be vigilant and organized with respect to any acts of terrorism and attempts to assassinate revolutionary leaders carried out by imperialism and its agents;

WE DEMAND that the US Government immediately extradite the known terrorist Luis Posada Cariles to Venezuela;

WE CALL on all progressive people and organizations in the US to be vigilant, educate and organize the American people to resist the interventionist and neo-fascist policies of the George W. Bush Administration;

WE DO SO RESOLVE in defence of our humanity and in the spirit of Walter Rodney. Another world is necessary and it is possible!

RODNEY 25 GROUNDINGS
RESOLUTION ON HAITI

GIVEN the continuing atrocities in Haiti, along with extreme impoverishment and violence by US, French and Canadian imperialist aggression;

AND GIVEN the ineffectual response of some sections of CARICOM to the deteriorating situations;

AND GIVEN the brave and principled positions of some of the governments including those of St. Vincent and the Grenadines, St. Lucia and Guyana;

BE IT RESOLVED that this session of the groundings to commemorate the 25th anniversary of the assassination of Walter Rodney meeting in Georgetown Guyana

EXPRESSES its solidarity with the people of Haiti in the struggle for self determination and human rights;

CONDEMNS the occupation of Haiti and the acts of repression against our people, a people who struck a momentous blow for freedom in the Americas;

DEMANDS the restoration to office of President Jean-Bertrand Aristide;

DEMANDS the immediate and unconditional release of Prime Minister Yvon Neptune and all other political prisoners

BE IT FURTHER RESOLVED that this Assembly strongly calls upon all peace loving peoples to stand firm in solidarity with the struggles of the Haitian peoples in this their time of resistance and in defense of their humanity
